Join friends and colleagues to continue the discussions of our Dec 2009 Oregon Agenda on China meeting. We will focus on the fundamentals of doing business with China:  Taxes, legal, logistics & legislative issues related to Oregon-China trade and economic development. 

The purpose of this set of “China Town Hall: Oregon Agenda on China” forums and meetings is to solicit the best ideas – from China business and professional experts, China related organizations in the state, and Oregon companies doing business in China, to help elected officials, business & professionals and and general public gain a better understanding, and create a win-win economic situation for Oregon & China. 

In the first hour, two China Tax Specialists from KPMG will give an in-depth China tax update.   A panel follows, with each panelists giving a 10-15 minutes presentation that concludes with open discussion with the audience.  Informal networking and dinner will take place at 7 to 8 pm.

David Ling, Sr. China Tax Partner, KPMG Beijing

David is a senior China Tax Partner of KPMG China/Hong Kong and is based in Beijing. David has extensive experiences in China tax planning and tax negotiation. His expertise includes advising foreign companies in establishing operations in China.  He has extensive experience in assisting multinational clients in different industry sectors on operating in China.

Roger Di, Sr. China Tax Manager, Chinese Center of Excellence, KPMG New York

Roger is a fourth year Senior Manager in KPMG Beijing Tax Department.  Roger has extensive experience in advising multi-national corporations on their China investments.  He specializes in China taxation and China regulatory advisory relevant to foreign direct/indirect investments in China and China outbound investment in foreign jurisdictions.

China Tax Update Highlists- David Ling and Roger Di, KPMG

David and Roger will update us on the recent changes in major China taxes. 

China Legal Update - James Mei, Partner, Davis Wright Tremaine Portland

Jim will discuss the most recent changes and updates in Chinese laws.  Jim represents small and medium-size multinational companies at home and abroad; and focuses his practice primarily on business-related immigration, international business transactions, and Chinese joint venture law.  

The Port and Oregon’s Trade-based Economy - Bill Wyatt, Executive Director, Port of Portland

Bill will discuss Oregon’s trade based economy and the steps we must take now to ensure the continued growth and vitality of traded sector industry in our state.  Bill has been the Executive Director of the Port of Portland since October 2001. The Port of Portland, governed by a nine-member Commission appointed by the Governor, operates four marine terminals, three general aviation airports and Portland International Airport (PDX), and four business parks. The Port has over 700 employees and annual revenues of about $250 million. The value of foreign trade moving through the Port exceeds $16 billion annually.

Oregon Legislative Update on China Issues – Oregon Representative Jules Bailey

Rep. Jules Bailey will discuss the steps the Oregon Legislature took in the 2010 special session to increase ties with China, and then he will discuss the importance of bilateral cooperation in Oregon’s economic future.  Rep. Bailey is Vice-Chair of the Revenue Committee, and serves on the Sustainability and Economic Development, Environment and Water, and Oregon Fujian Sister State Committees. 

Moderator – Jin Lan, President, Oregon-Fujian Sister State Association

Jin is also Executive Director of the Joint Committee on Fujian Sister State, the only statutory sister state committee in the U.S. He is a China business consultant who founded Octaxias Company, L.L.C in 1996. He helps fast-growing companies in a variety of industries to establish strategic, operational and governmental relationships and business contacts with entities in the Peoples Republic of China (PRC). Jin has published a number of books in the PRC and has been featured in articles published in Oregon Business, the Oregonian, Portland Business Journal and other English and Chinese news media.
